Will I qualify for a mistrial if information is withheld from me prior to the trial? Posted on August 16, 2011

I have an upcoming trial for a citation, I would like to get a copy of the arresting officer's report before the trial. However every place I call cannot provide the information and sends me on a runaround to other departments, who in turn send me back to the last department I had called. I have been in communication with the District Attorney's office, the police department and the courthouse. Can I qualify for a mistrial due to the fact information is being with held from be prior to the trial?
