Yes, you can be denied entry due unpaid medical bills. We have recently heard this is occurring more frequently. You are considered to be a public charge. The only around the situation has been to prove the medical bills were paid. It is important to note that if officers at the border conclude you are likely to become a public charge, you will be placed in summary removal proceedings and removed from the country. You will also have a ban placed on future entry for at least a five year period.
