Why did the CBI deny me 5 years after the arrest and is there a statute of limitations for no disposition drug cases? 2 Answers as of October 23, 2015

I was arrested at 18 years old for drug trafficking but was never convicted. I was questioned and released at the court. All charges were dropped and my record shows an arrest with no disposition. I was denied a back ground for a gun purchase 5 years later. I have no other criminal record. I'm now 40 years old I want to buy a gun for home security and sport. Can they deny me again?
