That is something to be worked out between the two as to who has formal authority to do what. I personally think the owner should, if they can, never agree that the management company is anything but the owner's agent. I personally used one? management company only to find out after they had a big battle with the departing tenant that they previously gave the repair work to their own company to do, and over charge for.
