I live in North Carolina. A snow plow broke my side view mirror on my vehicle. it was parked in the swale in front of my home, adjacent to the roadway. Are they responsible to pay for repairs?

Unless you were violating some code section by parking there I would assume the operator of the plow (city) or private contractor (?) would be liable. Contact local govt claims person or office and make a claim.
