Are you asking about a motion to approve a vehicle purchase in Ch13? If that is the case, that the Order approving your right to purchase to the vehicle fiance person. A trustee is not going to send any letters to anyone. Not in their job description.

Normally a motion must be filed for a hearing with the judge with the letter attached.

They send the letter to you then you give it to the lender.

Are you talking about a Chapter 13 Trustees approval to finance a vehicle? Sure would help if you had provided some detail as I have to guess whether you are interested in Chapter 7 or Chapter 13. Generally, you will need more than a letter, you will need a court order. It is up to you to prepare the court order for the trustee and the bankruptcy judge to sign. Once it is signed, it isn't up to the trustee to send it to you. You can get the court order from the court and take it to the finance company. Lots of luck with this problem without representation.

Your question is not entirely clear. Do you mean whom does the Trustee contact if his/her office approves your taking a loan to buy a car while you are in Chapter 13? Why not call the Trustee's office and ask? I assume it would go to the Clerk of Court, but perhaps your lender wants to be certain your borrowing is approved: the a copy should also go there.
