I'm 17 and he is 23. I turn 18 around August 2012. I have been already been with him for 2 years. I met him online. January 2010. I went to doctor for the first time, July 2011 for almost a month. I went again December 2011 for 9 days. This time, I will be going again for 1 month April 2012. However, I want to start the process for him to move to the U.S with me. You can get married in either place but you need to make sure that you satisfy the requirements for marriage in whatever place you choose to get married. If you get married in the US, you can simply file for adjustment of status to permanent residence once you are married. If you get married abroad, you will not be able to come into the US until after he petitions for you and your visa is approved (9-12 months). Fiancee Petition or K3 Spouse Petition. A Fiance Petition needs to be prepared. This is a petition that will allow your fiance to come to the U.S. in a relatively short period of time. Usually, it takes around 6 to 9 months for the petition to be approved at immigration in the United States. Subsequently, the approval would be sent to the U.S. Consulate or Embassy in your fiance's home country. When your fiance comes to the U.S., you will have ninety days to get married. Some states grant marriage certificates to minors with consent of their parents. You should be ok to get married now. At the time you need to file I 864 affidavit of support, you should be 18 thus eligible to fill out the form.

Where you get married is not your number one source of worry, It is whether your marriage will be considered legal for immigration purposes. The laws that govern the marriage is different from State to State , or Country to Country, but what the United States Federal Government through the her Immigration Service accepts as legal marriage is what should be your focus. For example , some States may adopt same sex marriage as legal in the particular State, but that does not mean that it will be considered legal marriage for immigration purposes. In some states, you may marry before 18yrs, but requires parental consent. Using abbreviation in your question is not a good idea, Where is DR ? you assume everyone will knowwhat DR is ?. For the purpose of this question , I am assuming that DR is a foreign country. You may getmarried in DR as long as the marriage is performed according to the laws of DR,, Which may include lengthof domicile, or how long you have reside in the jurisdiction, to be able to get married. But I suggest that you turn 18 years before you go into this marriage with your man in DR. Having sex with a minor may also be considered as a Statutory Rape, it does not matter whetherit was consensual. Being with him for two years and all the proof of travels to DR will helpwhen you finally file applications for him, but your need toto be care full as well, Some of the information you may unwittingly divulge may be damaging if you don't engage the service of immigration attorney. So I advise you to do that.

Depending on where you live, you can get married with consent from your parents. You can bring your fiance over to the United States and marry here or you can bring him over as your spouse after you are married. It does not really matter where you marry.
