Do you mean for a green card? In that case, everyone files via the DHS Chicago Lockbox.

Residency Requirements vary depending on the purpose of establishing residency. For tuition purposes, different schools have varying guidelines by which they establish residency. If you do not already have a California driver's license, get one. If you prefer, you can get a California ID card for which you must prove residency. Once you have the California license or id card, you should not have problems establishing residency for any number of purposes.
