I was assaulted and robbed. I called 911, spoke with an operator, stated what happened and where, yet, no police ever arrived to the scene. Is there any liability?

There is nothing to do. There is no liability as against the 911 agency. Besides, the damage had already been done.

Since the lack of response by 911 did not cause your assault but was a product of what happened afterwards there is no liability on the police. You can go to the precinct where the incident happened and make out a report.
