What is needed to charge a person of murder in PA? 2 Answers as of March 08, 2013

My brother was shot and killed. Ruled a homicide. Person of interest is in custody for over a week now. Held on a parole violation. Still no charge. We all know he did it. He did it outside with witnesses. He had previously threatened my brother. We need justice. What’s taking the cops so long to charge him?
