My son stole an iPhone and got caught but he had already sold it to another young man. Now the parents want restitution for it and they are asking for 655$ but we don't have that kind of money so what is the max and minimum he could get?

Your son, if charged with the offense as a juvenile, could receive supervision for an extended period of time, as the least serious sentence, up to incarceration in a juvenile correctional center until the age of 21, as the most serious penalty. Seriously, I doubt he will get jail time, as he has no prior juvenile record, but restitution to the victim may be ordered, to be paid over the time of the supervision or probation.
