In general, file a completed state approved application with the sheriff in the county where you reside that credibly demonstrates ?legal good cause and need? which is acceptable to your county sheriff. It is entirely within his discretion what constitutes good cause; pass an FBI background check including fingerprints, that proves your record has no felony conviction, mental commitment, or domestic restraining order, pass a gun proficiency course and range shooting test using your weapon, pay the fees and costs, study and learn the laws, rules, regulations, and the legal/financial/emotional risks of screwing up with a CCW weapon. You?ll find SanFran, LA, and other big metro areas generally do not issue many. They generally are anti-gun.
