Me and my wife are buying a new construction home. We have not closed yet and the contractor says he does not have to put shelves or hanging rods in any closets.

It all depends on the language of your contract. If the contract doesn't address this, then you need to go by what is reasonably and customarily included. You may want to discuss this with other builders or new home buyers to find out if these items are customarily included. If so, you may have grounds to deduct the cost from what you pay the builder. Discuss this with your attorney.
