Only the registered owner can recover a vehicle. Take her.

Your mother probably has to request the car in person or in writing or authorize you to do so. Also there may be towing and storage fees to pay.

Either your mom needs to retrieve the car, or she can get a notarized power of attorney to give to the towing company stating that she is granting you the authority to pick the car up on her behalf. She can create a limited power of attorney for that specific purpose.

Get your mom to get it if she is the registered owner OR get her to sign off and register in your name but that will take longer.

Your question is a little confusing. I don't know why your car was towed in the first place - driving violation? Unpaid parking ticket? Repossessed? The tow company cannot take your license; only DMV or a police officer can. The towing company probably wants money - towing and storage fees. Unless you pay them you aren't going to get your car. Sorry, they may not release it to you but only your mom since she is the registered owner. If you haven't told her you might want to break the news to her.
