You could complain to law enforcement to see if the DA will bring charges for identity theft. You could sue the person. If the damages are not extensive, you could do that in small claims. If the thief is a flake, which seems likely, it may not be worthwhile suing him because you he may be uncollectible. I'm not sure what they can do, but you may wish to contact Social Security as well.
