People can pretty much say whatever they want to. Although an accusation without proof may give rise to a defamation action. The accuser can file a police report, which will be investigated. If evidence is found by the police, the matter will be turned over to the prosecuting attorney in the city or county where the alleged theft occurred and the prosecuting attorney will make the final determination as to whether or not to file charges.
