What can be done on the foreclosed condo owner who is still in the building after 9 months? 3 Answers as of February 06, 2014

We have a foreclosed former condo owner who still resides in our bldg. He was foreclosed on 11 months ago. His unit closed escrow to a Private Firm 9mos ago...yet he is still there (he owes over 11K in HOA fees). Purchase transaction seems very suspect.
