What are the stipulations if my landlord does not give me my lease agreement? Posted on May 16, 2011

I have been living in my new apartment for over a week and I have not yet received my lease. I need it for various reasons including providing my job and children's school with a verified address change and I cant show them a piece of mail because I can not get inside my mailbox unless I take my lease to the Post Office. So I was wondering if it was possible for a real estate agent to hold a lease after the money is given to them in full? Or do they have the right to hold the lease until they feel that all the stipulations in the lease are met?
