If you are arrested for a DWI the judge will take your license. Your attorney will make a written or oral request for a hardship license to go to school, work, and for medical reasons. You cannot get one unless there are no bus routes and no subway transportation to get to those locations, but some judges will give it to you even if there are alternative transportation methods as long as it will be more difficult. You are not eligible to drive in any event since you do not have a license.

Doubtful you can get a license at your age. For the sake of argument, assuming you could, I seriously doubt that any insurance comp[any would be willing to insure you and if your were to find one, I suspect that it would be prohibitively expensive.

There is no hardship permit allowed for driving in the State of Alabama. You either have a driver's license or you don't. You may see if a volunteer from some civic organization provide assistance to your mother. Check with your local church.
