If your brother is old enough to get married, he is old enough to ask his own questions. His marriage may shorten his wait for a visa., but only if NVC knows about it.

Best to forward a copy of the marriage certificate + any birth certificate of any children born from the couple / wife's children under age 18 as of the time of the marriage. All these people (Spouse and children under age 18 as of time of wedding) may be entitled to derivative status and get an immigrant visa one the visa is available.
