Who is the visa for? I am assuming it is for you. If that is the case, then yes. Once your father files for an IV for you, you will never be able to get a tourist visa since you have declared your intention to remain in the US as a permanent resident. This is because an application has been filed for you. Since every applicant for a US visa is considered to be applying for an IV, you will never be able to convince the consul that you are coming temporarily to the US. Good luck!
