Is there any legal precedent to allow local Sheriff departments to utilize K9 officers without probable cause? Posted on June 26, 2011

I was recently pulled over by a new form of police authority known as the Drug Interdiction Task Force. I was pulled over for speeding and was informed by the officer that at every traffic stop they utilized K9 officers to walk around the car and sniff for illegal substances. Upon previous brushes with the law I was informed that in order to utilize K9's the officers would need probable cause to do so. Is this new task force in any way legal as it is in clear contradiction to fourth amendment rights granted by the United States constitution?
