Is it mandatory that public defenders are provided for those jailed in Indiana? Posted on February 15, 2011

I have a family member who is in jail now. We are in Scott County, IN. He does not have a job, so we have no money for an attorney. I was expecting a public defender, however they tell him he will not get one. They say they don't have them. Any suggestions? I thought per Miranda Rights "if you can't afford an attorney, one will be provided to you”?
