Is an employer permitted to require an employee to sign a document that authorizes the employer to use employee payroll deductions to make up for any shortage in that employee's cash till?

That can be a term of your employment. As long as you are the only one working that register, it is a reasonable condition. MS is an employment at will State, which means that an employer can terminate the relationship for any reason that is not discriminatory.
