My brother was complaining about the cost of filing taxes and he doesn't like to do them himself due to time, so I offered to do them for him. Is this illegal?

Not necessarily. If he asks you to prepare his taxes and he signs the form then you should be covered. As long as he attests to what is contained in the forms and you have the appropriate information to complete the taxes it should not be an issue.
