    Riding a go kart on the street in a normal neighborhood is against the California Vehicle Code for 3 main reasons: because it is improperly equipped as a vehicle to be on the streets, because most of them violate noise ordinances, and because in most cases, the drivers are unlicensed. There is a brand new 2012 California Vehicle Code. Google and you will easily find it online. The new Code talks about many types of vehicles - golf carts, bicycles, motorized bicycles, slow vehicles. It does not seem to mention go karts. But a go kart cannot legally be driven on the public streets, because it is a motorized vehicle, but does not meet the equipment requirements. Another thing is that most go karts violate sound ordinances, because they emit a high-pitched loud sound. And to drive a motorized vehicle on streets, you need a drivers license. That's why go-karts are mostly seen on go kart tracks built on private land, with a lot of sound-muffling materials around the track.

    You have to have a license and have any motor vehicle registered, inspected, and insured to drive it on a public road. You can only use those vehicles on private property. If you hurt someone you will get sued and go-carts are dangerous vehicles. I would not use them on a public highway as they are not able to keep up with traffic or be seen properly by other drivers. They are a road hazard and a death trap.

    Generally, any vehicle that drives on the streets of any jurisdiction, must meet the standards for allowable vehicles. I doubt that a go-cart would qualify.
