Negligence occurs or is when someone or some entity does that something that a reasonable, prudent & ordinary person/entity would or would not do. As to liability, that means "legal responsibility". However, in the end liability does not guarantee a recovery without damages. You need both liability & damages in order to recover. I hope this helps!
