If my DUI was from 2000 do the reinstatement laws today apply to me now? 1 Answers as of April 07, 2011

I have 2 DUIs the last of which was from 2000. I got 2 years probation, a fine, community service, DUI school, and interlock system on my vehicle for 6 months. All of which I have completed except for the interlock because I have not tried to get my license until now. The DMV is now saying because of new laws I must also complete 17 weeks of classes for alcohol abuse. I want to know if this still applies to me even though my offense was over 11 years ago?
