With regard to your question about the Philippines and a bride, it would be nice if it was so simple. Unfortunately, it is a much more complicated process, and, having no income except SSD makes it even more complicated.

The fastest way would probably be to file a K-1 fiance visa. Your income, if not sufficient to meet the minimum requirement for the affidavit of support, can always be supplemented with a co-sponsor. So yes, it can be done.
