I'm not sure your question is completely accurate. If a judge orders that no-contact order or a PPO be dropped, then it is dropped. The victim is not needed for consent or approval if the judges orders such. The only reason they would contact the victim would be to see if they approve of the order being lifted. Once that approval is given, only then would the judge order it to be dropped.
