My utility patent was not granted because there were some doubts about its functionality. If I make some changes when can I reapply?

I do not think that this is the issue. You should see a patent attorney. Your patent may be amended to fix the problem.

You cannot reapply for a patent on an application that has been deemed unpatentable. However, if the changes are patentably distinct, you can file a new application that includes those changes.
