How does a DUI violation in one county not violate parole in another county? Posted on July 31, 2011

Someone I know is on probation for alcohol issues. One of the terms of his parole is to not drink alcohol. Recently he was pulled over and was judged to be intoxicated using a Breathalyzer. I was told this does not violate his parole because he was pulled over in a different county that he was originally arrested in. How is this logical?
