You need to speak with a family law attorney in your area and probably also need to work with the US Department of State so you can arrange to get your daughter back. You may also want to talk with the local district attorney's office as they may have an idea about jurisdiction for your case. I assume you have reported this kidnapping to the police so they may also know the exact procedures. I am not sure of the exact procedures however.

I believe that Mexico is a signatory of the Hague Convention which is an non-profit government type organization that helps parents whose children are taken by the other parent living in a different country. You should contact the Hague; information should be available on-line and notify that the father took child without your permission.
