What can I do within the law to get someone for breaking into my car? The only proof I have is my word and the fact that he tried selling me an $800 item from a car, but it's my word against his.

If it's a he said/he said situation, then it will be tough to prove that the person broke into your car. If the police are unwilling to charge, and you have good reason to believe that they broke in, you can file a civil suit against him in small claims court.
