I know I can request that my level be lowered. I need to know what petition to use in New York.

You must retain an attorney to request a hearing to determine what level sex offender you are. If you have already had that level determined by a judge you are not likely to change that decision unless you have new evidence that could not have been found by your attorney before the hearing was conducted.

In NY we have the Sex Offender Registry Act (SORA for short). Unless you can get to the lowest level it won't make much difference. It's a civil, not a criminal, proceeding. I suggest that you hire a lawyer.
