He's been deported twice and he got arrested and his mom had to pay $5000 to get him away from the cartel in Mexico. Usual rule for asylum is that you must apply within one year of entry into the U.S. unless changed circumstances. Best to have all facts reviewed by immigration counsel to determine eligibility for asylum, withholding of removal, or Convention Against Torture relief.

It really depends upon the circumstances. The fact that he has already been deported twice does not help. It would depend upon the reasons for the deportation as well as his specific claims for asylum. It would be best to meet with an attorney who handles these types of cases to see what can be done.

Too late for political asylum since you have to file within 1 year of coming to the US unless there is a "compelling reason" why you didn't within that time. If you think you qualify for the exception, then go to www.uscis.gov and look for form I-589 and see instructions on how to apply for it. Good luck!
