He's been deported twice and he got arrested and his mom had to pay $5000 to get him away from the cartel in Mexico. If we didn't pay they were going to kill him and he's been here since he was 4 years old. I'm his wife and his mom wants to know what she can do to help him.

It really depends upon the circumstances. The fact that he has already been deported twice does not help. Too late for political asylum since you have to file within 1 year of coming to the US unless there is a "compelling reason" why you didn't within that time. If you think you qualify for the exception, then go to www.uscis.gov and look for form I-589 and see instructions on how to apply for it. Good luck!
