My wife and I were married in USA. She is a US citizen and I'm a Singapore citizen. After marriage she came to live with me in Singapore. However she is planning to re-locate to the states with her stepdaughter who is also a Singapore citizen. How can she bring my daughter, her stepdaughter legally to states to live and study there?

If you married her before your daughter turned 18, she can file immigration petition for her. If that is not the case, she cannot file petition for your daughter and your daughter needs to apply for F-1 student visa.
