I am U.S.A citizen living outside the country. I need to renew my passport next year 2012 but I owe about over $36,000.00 dollars child support. Will I be able to renew my passport at the U.S. Consulate or what can I do?

You should be able to. You citizenship will not be taken away for owing back child support. You will need to make plans to pay though.

I am not sure if you will be able to renew it- if there is a warrant out for your arrest, then probably not. You need to deal with the money you owe in child support anyway, right? So I would contact the attorney who handled that case for you to try to work out a payment plan or else to pay up on what you owe to support your children. Then the US government should issue you a passport but again, if there is a warrant, you will want to then hire a criminal attorney to get that cleared for you.
