I have tax liens over 10 years old. They are both federal and in CA. Who do I contact to find out if they are released?

First, the County Recorder will show whether the liens are released. Generally, the liens are not released unless you contact the taxing authority to have them released. Also, you should know that in California even if the lien has expired, there is no expiration or statute of limitations on the collection on the personal obligation to pay income taxes, so it can levy and intercept other tax refunds until the tax is paid in full.
