The man who would adopt the child has been with the mother before and since conception and he and she believed for eight yrs he was the father and the biological father also just found out eight yrs later that the child existed and both parties agree to relinquish rights.

If the man adopts the child with the biological father's consent, the biological father's obligations for the child would end with the adoption, not just with the agreement. If there was no prior child support order, then there is no current child support obligation owed by the biological father.
