In all states I an aware, it does not. Foster care is custodial only. Parental rights would have to be terminated to affect familial rights. However, that is if intestacy laws are used. A will or trust which makes specific persons the beneficiary will control over intestacy laws which only are used if there is no will or trust.

Unless the children have been adopted by someone else, they have rights to their father's estate. Adoption would terminate those rights.

Just because a person is placed in foster care does not mean that he or she is no longer considered a child of the parent. The child is considered a child unless parental rights are terminated by the court system. This usually only occurs if the child is being adopted.
