Was on a J-1 visa that expired June 30. I am leaving the US in three days and then will be flying to Haiti via Miami on July 15. While my US visa would have expired, my DS-2019 will still be valid while transiting. Could I transit the US with my DS-2019?

A US visa is only relevant when you enter the US. The I-94 card and accompanying DS 2019 determines when a person in J1 status must depart the US. If you are within the time period listed on that form, and your I-94 has a "D/S" notation, then you are fine to depart the US, regardless of the visa expiration date.
