A victim certainly can decide that they do not want to prosecute. However, the prosecution sometimes will prosecute anyway at that point you will have to make a decision whether to cooperate with the State or not. Be careful though, because I have seen some overzealous prosecutors threaten to charge victims with inteference with a criminal prosecution. You should let the prosecution know early on if you do not wish to prosecute. Good luck.
