Can a utility service charge me for someone elses bill? Posted on July 26, 2011

I am being charged for some one's old utility bill because he lives in my home. Is this Legal? He lives there yes, He does not pay me rent and I pay all utilities. He is living there to remodel this home, all bills are in my name. I did not sign for him to have electric at the address I am being charged for nor did I know he even owed a bill. I have ask the utility company to remove this from my account and they have told me NO.
