My ex-husband re-married in Mexico and goes there every year for 6 months at a time. My husband has been in the picture for 8 years. I want to know if he can be granted guardianship for emergencies,medical decisions,school etc. We live in Georgia.

It depends on the current custodial order. The best thing you can do is take the current custody order to an attorney, explain the facts of your situation, and get some specific legal advice.
