Two people don't get along with each other. Person A threatens person B by saying that person A will turn person B into the immigration (service). Can person B file or sue person one for threatening.

What are you going to sue for? Emotional distress? What if person A makes good on her threat, then what? USCIS has a number for people like person A to report undocumented immigrants so, arguably person A is doing her patriotic duty to help the government get a handle on illegal immigration. However, if person B told person A that s/he is a legal immigrant or USC (and that is the case) and person A still goes forward with her threats and some kind of damages comes to person B because of person A's actions, then that can be a plausible lawsuit. The question is determine which one of these scenarios apply.

I have not heard of this type of cause of action. If the individual is without legal status, then there is nothing to gain by angering a neighbor enough to have them turn him or her in.

Yes , if its more like a blackmail thing, but there is no offense in reporting violation of the laws by illegal aliens, actually its an obligation.
