The real question is whether there is a plausible cause of action, that is a legal possibility of finding you liable for the bicyclist's injuries. This depends on whether the dog acted like a normal dog. If so you are OK. But the bicyclist could say your dog viciously attacked him, causing serious injury. That would create a factual dispute and that is what judges or juries are for. So, the bicyclist could sue on the theory that you knew or should have known the dog was dangerous. Of course, the bicyclist could sue even if he thought your dog did nothing wrong.

Bicyclist can sue you, but can only recover if you were negligent. If your dog was legally off leash you were not negligent. You can sue them for any injuries to your dog.
