If someone takes your property they have committed theft. You need to file a police report and report the theft. If there is doubt as to the ownership of the property then you need to prove that you are the owner of the property. You will need to have evidence that the person taking the property did take the property and that they had no intention of returning it to you.

Anyone can be arrested for pretty much anything. The more important question is could someone be convicted for that conduct. Your use of the term 'exclusive rights' is a slight cause for concern because that is not a standard legal term. Everyone has exclusive rights to everything the own outright without joint ownership. (And unencumbered which means no liens)

About all you can do is report the matter. The police will take a report and forward it to the District Attorney for review. If it is determined a crime has been committed a letter will most likely be sent out informing the defendant of their arraignment date. It is rare that they would go out and arrest unless flight or further crimes are indicated.
