Can a respondent start new divorce proceedings in Nevada (residing there 1 week) after being served a dissolution of marriage packet by a process server in Oregon less then two weeks ago? Thank you for your time and any assistance.

If Oregon has jurisdiction, it would be a waste to file in Nevada. The Nevada case would be dismissed.
