Can a person be held responsible for construction work done on a private residence...if the owner didn't sign a contract and paid cash? Work was done on old mobile home and required modifications not in the norm? Owner had no complaints at time of completion.

I am not sure of the question, but no "written" contract is needed to file a claim against someone for breach of contract. You are still entitled to be paid. This is called either unjust enrichment or quasi-contract and if the claim is less than $6,000 in Maine, you can sue, without a lawyer if you chose, in small claims court.
